The High-Level Experts Programme (HLEP) is an exclusive further training course for diplomats and other experts from Ukraine designed to broaden their skills and their understanding of democratic governance, international relations and strategic decision-making. The programme runs over three weeks, combining theoretical learning with practical experience and offering participants a structured opportunity for professional development and personal networking.

HLEP expands participants’ knowledge in key policy areas through lectures, discussions and interactive sessions with experts and politicians. Participants can familiarise themselves with the political structures of Germany and the EU. This includes visits to important institutions in Berlin and other cities, such as The Hague or Brussels. These visits offer an insight into political developments at national and European level as well as into the German federal system.

We thereby foster international cooperation and enable Ukrainian leaders to forge professional networks with German and European colleagues. Participants can share the needs of their ministries or organisations with one another and thereby foster reciprocal understanding and cooperation.
